Published: 13 October 2026 | By Pearl Associates – Building Plan Approval & Real Estate Documentation Consultants, Coimbatore

Introduction

The Government of Tamil Nadu has introduced important changes to the building plan approval system through G.O.(Ms.) No. 179 dated 07.10.2026 and G.O.(Ms.) No. 180 dated 08.10.2026, issued by the Housing and Urban Development Department.

These Government Orders introduce a third-party certification framework and increase the approval powers delegated to local bodies.

The changes are relevant to property owners, builders, architects, civil engineers, real estate developers and industrial entrepreneurs across Tamil Nadu.

At Pearl Associates, Coimbatore, we help clients understand building approval requirements, prepare compliant drawings and documentation, and navigate applicable Corporation, LPA, DTCP and Online PPA procedures.

1. G.O.(Ms.) No. 179 – Third-Party Building Certification

Government Order: G.O.(Ms.) No. 179
Department: Housing and Urban Development Department
Date: 07 October 2026
Subject: Introduction of third-party certification for eligible building plan approvals.

Under the newly announced system, eligible building applications can be processed through third-party certification, subject to the prescribed government requirements.

New Third-Party Certification Limits

Building category Maximum area
Residential buildings 8,070 sq.ft (750 sq.m) FSI
Commercial buildings 3,230 sq.ft (300 sq.m) FSI
Industrial buildings in eligible approved industrial layouts 26,900 sq.ft (2,500 sq.m) built-up area

The industrial provision applies to eligible developments in SIDCO, SIPCOT, ELCOT and other approved industrial layouts.

Who Can Act as Third-Party Certifiers?

According to the government announcement, architects registered on the Tamil Nadu Single Window Portal and Grade-I registered engineers are identified for third-party certification functions.

Their responsibilities include:

  • Site inspection and verification
  • Examination of ownership and building documents
  • Checking compliance with planning and building regulations
  • Verification of relevant drawings and declarations
  • Electronic certification through the prescribed system

The applicable authorization requirements and portal procedures must be confirmed before using this route for a specific application.

Benefits for Property Owners and Developers

The framework is intended to reduce procedural difficulties, support digital processing and simplify the approval process for eligible residential, commercial and industrial projects.

However, third-party certification does not exempt a building from mandatory setbacks, FSI restrictions, height limits, land-use zoning or applicable No Objection Certificates.

2. G.O.(Ms.) No. 180 – Increased Local-Body Building Approval Powers

Government Order: G.O.(Ms.) No. 180
Department: Housing and Urban Development Department
Date: 08 October 2026
Subject: Enhancement of delegated building plan approval powers for local bodies in Tamil Nadu.

The government has increased the building area limits within which different local bodies may exercise their delegated approval powers.

Old vs New Residential Building Approval Limits

Local authority Earlier limit Revised limit
Municipal Corporations 10,000 sq.ft 16,140 sq.ft
Municipalities 10,000 sq.ft 16,140 sq.ft
Town Panchayats 10,000 sq.ft 12,912 sq.ft
Village Panchayats 10,000 sq.ft 12,912 sq.ft

Old vs New Commercial Building Approval Limits

Local authority Earlier limit Revised limit
Municipal Corporations 2,000 sq.ft 5,380 sq.ft
Municipalities 2,000 sq.ft 5,380 sq.ft
Town Panchayats 2,000 sq.ft 5,380 sq.ft
Village Panchayats 2,000 sq.ft 5,380 sq.ft

What Does This Mean for Coimbatore?

For eligible residential projects within Coimbatore City Municipal Corporation limits, the revised delegated area limit is 16,140 sq.ft (1,500 sq.m).

For eligible commercial projects, the revised limit is 5,380 sq.ft (500 sq.m).

The new delegation may allow more applications to be handled within the prescribed local-body approval framework.

Important: These limits describe approval authority, not unrestricted construction entitlement. Planning permission, local-body building permits, and other applicable legal requirements must still be satisfied.

3. Residential Self-Certification – G.O.(Ms.) No. 118 of 2025

Government Order: G.O.(Ms.) No. 118
Date: 08 August 2025
Department: Housing and Urban Development Department
Gazette: Tamil Nadu Government Gazette Extraordinary No. 459 dated 11 August 2025.

The order amended the Tamil Nadu Combined Development and Building Rules, 2019, extending the residential self-certification scheme.

Eligibility Under G.O. 118

Particulars Permitted limit
Plot area Up to 2,500 sq.ft
FSI area Up to 3,500 sq.ft
Dwelling units Maximum 2
Floors G+1 or Stilt+2
Maximum height 10 metres

The owner, leaseholder or eligible power-of-attorney holder may submit an application subject to the requirements of the scheme.

Announced 2026 Expansion

In August 2026, the Tamil Nadu Government announced plans to expand residential self-certification to:

  • Building area up to 5,000 sq.ft
  • Up to Ground + 2 floors
  • Up to Stilt + 3 floors

Regulatory clarification: This expansion was publicly announced, but the final amendment and operational eligibility conditions have not been independently verified for this article. Applicants should follow the latest notified rules and Online PPA requirements.

4. Difference Between Self-Certification, Third-Party Certification and Local-Body Approval

These three routes are different and should not be confused.

Self-Certification: A procedure for qualifying buildings meeting the prescribed conditions, supported by required declarations, drawings and documentation.

Third-Party Certification: A newly introduced framework involving eligible authorized professionals who verify documents, inspect sites and certify compliance as prescribed.

Local-Body Approval: Building plan approval handled under the delegated powers of the competent local authority, subject to applicable planning rules.

The appropriate procedure depends on the site’s jurisdiction, building category, permissible floor area, land use, road width, number of floors, height and other statutory conditions.

5. Documents Generally Required for Building Plan Approval in Tamil Nadu

Depending on the building category and location, the application may require:

  1. Registered sale deed or other applicable title document
  2. Patta / Town Survey Land Register (TSLR)
  3. Field Measurement Book (FMB) or survey plan
  4. Approved layout or subdivision documents, where applicable
  5. Site photographs
  6. Site plan and key plan
  7. Building drawings with FSI and built-up area calculations
  8. Parking and setback details
  9. Applicant and professional declarations
  10. Fire, Airport, Pollution Control Board or other NOCs, where applicable

Additional documents may be required depending on the planning jurisdiction and nature of development.
